AIIMS Begins Registration Process For NORCET 2023

Delhi: All India Institute of Medical Sciences (AIIMS Delhi) has invited online applications for the Nursing Officer Recruitment Common Eligibility Test (NORCET 2023).

The registration started on 12th April 2023 and will end on 5th May 2023 up to 5:00 PM. Candidates who want to apply can apply online through the official site of AIIMS at aiimsexams.ac.in. The online CBT mode examination will be conducted on 3rd June 2023.

No documents, including the online application form registration slip, must be sent in physical form. However, all the applicants are advised to keep a copy of the registration slips with them, along with proof of payment, for their records. Correction in registration will not be considered through any mode, i.e. Email/letter. Hence candidates are advised to fill their registration form carefully as no correction will be allowed after specified dates as per the procedure.

The candidature of applicants who fail to complete the online application by the stipulated date and time will not be considered and rejected. No correspondence in this regard will be entertained. However, those who have paid the examination fee by the closing date may be allowed to edit during the opening of the edit panel.

The candidate must ensure that images of the photo, signature and thumb impression should be per the guidelines mentioned in the ‘Upload Image Instructions’ given in the General links and are visible clearly in the preview when filling out an online application mode.

Application fee –

1. General/OBC Candidates – Rs.3000/-

2. SC/ST Candidates/EWS – Rs.2400/-

3. Persons with Disabilities – Exempted

The candidates can pay for the application online. The application fee, once remitted, will not be refunded under any circumstances. Applications without the prescribed fee would not be considered and summarily rejected. Application Fees of SC/ST candidates who appear in the examination will be refunded after the declaration of results in due course of time.

Correction/edit of registration –

For candidates requiring correction in registration & basic candidate information or completion of the application form, the edit panel will be available from 6th May 2023 to 8th May 2023 only after the closing of online registration. The candidates will only be able to do the editing, and they will be responsible for all corrections. No corrections are allowed after the allowed period of editing.

Categories from SC/ST to UR/OBC/EWS cannot be corrected once registration fees are submitted. Candidature will be cancelled in case found incorrect information at any stage of recruitment. The edit window is not an extension of the date, and the last date of online registration as published will be treated as the last/closing date for all recruitment purposes under this NORCET unless explicitly mentioned for any requirement for the conduct of NORCET.

Eligibility –

BSc (Hons) Nursing /BSc Nursing from an Indian Nursing Council/State Nursing Council-recognized institute or university

OR

BSc (Post-Certificate)/Post Basic BSc Nursing from an Indian Nursing Council/State Nursing Council recognized institute or university.

Registered as nurses & midwives with State/Indian Nursing Council

OR

Diploma in General Nursing Midwifery from an Indian Nursing Council/State Nursing Council recognized Institute / Board or Council.

Registered as a nurse & midwife with State/Indian Nursing Council

Two Years Experience in a minimum 50 bedded Hospital after acquiring the educational qualification mentioned above as applicable for all Participating AIIMS.

The candidates note that the required two years of experience as in above is an essential criterion, and to be valid, the experience will be acquired after obtaining an essential qualification, i.e. after completing the residency period of the course, declaration of result & registration with the State/Indian Nursing Council.

Age relaxation –

The cut-off date to determine eligibility in terms of the age of candidates will be the last date for the online submission of applications.

SC/ST/OBC/PWBD candidates who opt to apply for unreserved vacancies will not be eligible for age relaxation or relaxation in cut-off marks otherwise allowed to those belonging to these categories. Further, reserve category candidates (SC/ST/OBC/PWBD) who become eligible by age relaxation applicable in their case will be considered only for reserved seats of the category to which they belong, even if they have the merit to be considered otherwise for UR.

Age relaxation applies only to Central Government Employees and not to personnel working in autonomous/statutory bodies or public sector undertakings. AIIMS Employees will not be considered Central Govt. employees for Age relaxation.

Caste/Category Certificates –

1. Candidates applying under any of the reserved categories viz. SC/ST/OBC will be considered subject to submission of a valid Caste certificate in a prescribed format issued by the competent authority. The vacancies are being advertised in the financial year 2023-2024. Therefore, the NCL-OBC certificate issued from 01.04.2023 to 31.03.2024 will be considered valid.

2. Application under the EWS category will be considered subject to submission of Income and Assets certificate on a prescribed format issued by the competent authority and subject to verification of genuineness of the certificate by the issuing authority. As per DoP&T OM No. 36039/1/2019-Estt (Res), dated 31.01.2019, the crucial date for submitting income and asset certificate by the candidate is the closing date for receipt of an application for the post, except in cases where data is fixed otherwise.

3. Candidates who fail to produce valid category certificate OBC/EWS/SC/ST/PWBD etc., during document verification or as and when required to produce the same, the candidature will be cancelled. All candidates are advised to obtain the required valid category certificate in advance to avoid cancelling candidature at any stage of the recruitment process.

4. For Persons with Disability, a Disability Certificate issued by a duly constituted and authorized Medical Board in the proforma prescribed by the Department of Personnel & Training Vide OM No. 36035/3/2004-Estt. (Res. ) dated 29.12.2005. A

Further, AIIMS has announced that educational qualification certificates/ category certificates etc., must be submitted as and when required by AIIMS New Delhi or the respective institute and on the day of document verification, failing which candidature will be cancelled. No additional time will be allowed for submission, and no correspondence will be entertained.

The detailed information viz. (date of uploading of Status of application, date of uploading of Admit card etc.) related to the conduct of the examination and its result will be uploaded under Scheme of Examination by the Examination Section, AIIMS, New Delhi in due course of time in the website www.aiimsexams.ac.in. Candidates are advised to download their Admit Card from the AIIMS website www.aiimsexams.ac.inas. No admit card will be sent by post.

The candidates should bring admit card downloaded from the AIIMS website at the time of the Online (CBT) mode Examination and hand over the same to the Invigilator after completing the examination, failing which their candidature/performance in the Online (CBT) mode Examination will not be considered.

The original certificates/documents of qualified candidates will be verified by respective AIIMS/Hospitals, for which respective AIIMS/Hospitals will notify dates. Based on the Online (CBT) mode Examination, the provisionally qualified candidates will be required to produce original certificates as given below, along with one photocopy of all these documents, which are duly attested/self-attested.

The candidates will have to produce the following documents –

1. A Copy of the downloaded Registration Slip of the online application form.

2. Copy of downloaded Admit Card

3. Certificate showing the Date of Birth

4. Caste certificate/Income & Asset Certificate as applicable if applied under SC/ST/OBC/EWS category issued by the competent authority.

5. Disability Certificate, if applied under the PWBD category.

6. Certificate from the competent authority in a case where age relaxation has been sought for a basis other than caste/PWBD

7. ‘No Objection Certificate’ if in regular employment.

Those in employment with state/Central Govt/PSU must submit a “NO OBJECTION CERTIFICATE” from the employer at the time of verification of documents or as asked to upload. Failure to submit/upload NOC by the due date will lead to the cancellation of the candidature.

After selecting any advertised posts, the place of posting will be the subject matter of the respective AIIMS as per applicable rules in respective AIIMS. In anticipation of the huge number of applicants, scrutiny of the eligibility criteria may not be undertaken at the time of the Recruitment Examination. Therefore, the applications are accepted provisionally only.

Scheme of Examination –

1. The duration of the examination shall be 3 hrs. (180 minutes).

2. 200 MCQs of 200 marks with four alternatives for each question. (180 MCQs related to the subject, 20 MCQs related to General Knowledge & Aptitude)

3. There will be a negative marking of 1/3 marks for each wrong answer.

4. The qualifying marks in Recruitment Examination will be 50% for UR/EWS, 45% for OBC and 40% for SC & ST.

5. For PWBD additional 5% relaxation will be given irrespective of the category

6. Accordingly, qualifying marks for PWBD will be as follows UR/EWS-PWBD-45%, OBC-PWBD-40% and SC/ST-PWBD-35%). As per DOPT office memorandum No. No.36035/02/2017-Estt (Res) dated 15.01.2018 same relaxed standard should be applied for all the candidates with Benchmark Disabilities whether they belong to Unreserved/SC/ST/OBC. No further relaxation of standards will be considered or admissible in favour of any candidate from any category whatsoever.

Resolution of Tie Cases –

In cases where more than one candidate secures equal MARKS, the tie will be resolved –

1. First, by using the date of birth with older candidates placed higher

2. If not resolved by (i), the number of wrong answers / negative marks will be used, wherein those with less wrong answers / negative marks will be placed higher. Merit will be reflected accordingly in NORCET Score

Preparation of Merit List & Allocation of Seats –

1. Merit List of qualified candidates shall be prepared based on performance in CBT as per qualifying criteria. If a CBT examination is conducted in multiple shifts, the respective normalization procedure at AIIMS published vide Notice No. 35/2023 dated 20.01.2023 shall be applicable.

2. Choices will be invited only from qualified, eligible candidates as per applicable eligibility criteria.

3. There will only be one round of allocation of seats in general.

4. Allocation of seats will be made in order of merit out of choices made by the candidate in order of preference.

5. A candidate to whom a seat has been allocated out of any choice filled is mandatorily required to join the allocated seat subject to eligibility as applicable.

6. AIIMS and all participating Institute/Hospital reserve the right to use or not to use the merit list of NORCET to fill any remaining advertised vacancy from the pool of remaining candidates in the merit list, where NORCET has been planned to be conducted twice in a year.

7. The NORCET Merit List is valid for 6 months from its declaration or the declaration of the next NORCET merit list, whichever is earlier.

8. Detail Information on the allocation process will be published with the invitation of choices after the declaration of a list of qualified candidates.
